The OSA should identify pilot projects for suitable open spaces in the master plan that can be testing grounds to evaluate feasibility, time, cost, programming and uses, and impact on the residents and users in an attempt to predict an appropriate sample size and improve |

upon the study design for future projects.
Pilot experiments are frequently carried out before large-scale quantitative research, in an attempt to avoid time and money being wasted on an inadequately designed project (Haralambos and Holborn, 2000). |

In this case, these pilot initiatives can also act as catalyst projects to inspire the local communities to come ahead and be part of the planning process and establish an incremental phase-wise implementation of the programming and planning of these open spaces. |
