This strategy document works as a road map for comprehensive planning process for the open spaces of the City of Gurgaon. It outlines the project scope for the purpose of this study and suggests a comprehensive planning approach for 6594 Acres of land designated as open space in the Gurgaon Manesar Urban Complex Master plan.

This strategy document starts with an emphasis on Gurgaon as a microcosm of the urbanization trends of India and details out the current image of the city. It illustrates that the designated open space of the City of Gurgaon is a

valuable asset and envisions way forward for a promising future.

It subsequently defines the four over-arching principles for the open space planning:
  • Fulfil People's And Society's Needs
  • Connect to nature
  • Bring places closer
  • Smart infrastructure.

The document explains the process used to derive a suitable program for designated open spaces based on the current planning standards and by extrapolating the expectations and demands of growing city population.
It lists strategies for each of the four principles on the basis of a democratic vision for the open spaces. It classifies the open spaces into three distinct types based on hierarchy. It provides detailed interventions for a sample area chosen to represent each type.

The report concludes with recommendation to create a formal open space policy as a tool for successful implementation. This is to ensure that all proposals for designated open space land will conform to the core intent of creating democratic, culturally vibrant, ecologically sensitive and beneficial public open spaces.
